REDFLEX Wins Austin Red Light Camera Contract Following Head-to-Head Competition
Lifesaving Technology Will Monitor Dangerous Red Light Intersections SCOTTSDALE, AZ -- (MARKET WIRE) -- 04/01/08 -- The unanimous selection of REDFLEX Traffic Systems to provide photo-based red light monitoring at up to 15 key intersections in the city of Austin means dangerous intersections are about to become significantly safer. The announcement today follows an extensive evaluation between leading photo-enforcement vendors that included a results-oriented, head-to-head implementation. REDFLEXred(R) camera technology is credited with saving lives and reducing the chance for tragic vehicle collisions in communities worldwide.
REDFLEX and competitor American Traffic Solutions (ATS) were required to install and operate a fully functional red light runner detection system at two intersections on the Interstate 35 frontage road downtown. The pilot program involved an evaluation of both systems based on a number of factors, including system concept, demonstrated experience in number of systems/programs, quality of output in ratio of violations to violation letters, price, etc. In the implementation phase, REDFLEX significantly outscored competitor ATS with more than double the evaluation points, earning 37 out of a possible 40 points for the pilot or the equivalent of an "A" rating for technology performance, timeliness, and customer service responsiveness while competitor, ATS, received only 19 out of 40 points or the equivalent of a "non-passing grade." Following the pilot, the city considered the number of installed sites with the proposed equipment, experience of each project team, favorable references and performance ratio from installed sites, and unanimously selected REDFLEX. The company's $15.8 million contract includes monitoring up to 15 intersections over the next five years plus two possible five-year extensions. A similar competition was held by the City of Corpus Christi in March 2007 where REDFLEX also was selected, topping competitors American Traffic Solutions and Siemens Energy and Automation. With the addition of Austin, Redflex now supports two of the four largest photo-enforced communities in Texas. Other key Texas cities contracted with REDFLEX include El Paso, Corpus Christi, Carrollton, Killeen, Plano, Grand Prairie, Mesquite and Tomball. REDFLEX technology services 39 communities in Texas, more than any other vendor in the industry. Redflex also pioneered U.S. automated rail crossing enforcement in the city of Grand Prairie, where REDFLEXrail(R) cameras have helped reduce the chance of car-train collisions. In each community, selection has followed a competitive bid based on a variety of criteria including pricing, technology, image quality and financial strength.
With the addition of these recent agreements, REDFLEX is contracted for up to a maximum of 777 total red light cameras in Texas with more than 125 cameras already fully operational in communities across the state. REDFLEX is the recognized industry leader in photo enforcement in the U.S., handling photo enforcement contracts for more than 190 U.S. cities in 20 states. Photo-enforcement has become a vital law enforcement tool to increase road safety. Independent statistical analysis by The Insurance Institute of Highway Safety from 2005 found that red light-related crashes resulted in more 165,000 deaths and injuries annually. In an earlier study, the Institute found that red light cameras offer a significant deterrent effect while reducing the number of actual violations by 40 to 50 percent.
