PA DEP Authorizes Phase I of Wal-Mart's Kilbuck Stabilization Plan
PITTSBURGH, May 13 /PRNewswire-USNewswire/ -- The Department of Environmental Protection today authorized Wal-Mart to implement the first phase of its stability plan for the Kilbuck Township landslide site.
This year, under the company's plan, the uppermost slope, also known as the northern slope, will be stabilized, a reinforced soil slope will be constructed just above the main slide area, and material from the western peak will be removed to relieve downward pressure from the main slide area. Wal-Mart will also implement and maintain all necessary erosion and sedimentation controls.
The retailer will collect additional soil and water data from the site as phase I is implemented. The data will help the company develop plans for the final phase of stabilization that is expected to be conducted in 2009. The site data will be used to complete the detailed engineering design needed for Phase II. No soil will be transported off of the site. Instead, it will be excavated, redistributed and compacted to improve site stability. Wal-Mart's stabilization plan proposes a green space with no future development. DEP convened a public meeting on March 18 and approximately 35 people turned out to hear Wal-Mart present details about its proposed plan. The department described, and answered questions about, its review process and accepted public comment on the plan. In September 2006, Ohio River Boulevard was closed to traffic for about two weeks after development activities caused a landslide that dumped as much as 300,000 cubic yards of earth from the hillside. One lane of state Route 65 remains closed. The landslide also affected three Norfolk Southern train tracks.
